Evaluating Peninsula Township’s Purchase of Development Rights Program
In 1994, Peninsula Township narrowly approved a property tax increase to fund the first Purchase of Development Rights program in Michigan. As of January 2000, the program had permanently protected 1,807 acres of farmland. We evaluated the performance of the existing program by looking at its impacts on land values and development patterns and interviewing participants.
The PDR program is contributing substantially to the desirable quality of life amenities of the area without unduly compromising the agricultural industry by encouraging incompatible land use adjacent to farmland. The Township is now using our analysis to consider ways to expand the program.
